Home Energy Assistance Program (HEAP)
Applied directly to the customer’s utility or bulk fuel bill, the benefit can help manage heating costs in the winter, and cooling costs in the summer. Ohioans can visit www.energyhelp.ohio.gov to apply online, download a copy of the application or find contact information for a local Energy Assistance Provider (EAP). When applying, individuals need to have copies of the following documents:
• Most recent utility bills
• A list of all household members (including birth dates and Social Security numbers)
• Proof of income for the past 30 days for all household members (12 months for certain income types)
• Proof of U.S. citizenship or legal residency for all household members
• Proof of disability (if applicable)

About the programs
Home Energy Assistance Program or HEAP – A one-time benefit to help eligible residents with energy bills.
Summer Crisis Program – A one-time benefit to help eligible seniors or those with a certified medical condition help pay for summer utility costs, air-conditioner repairs, or fan purchases.
Winter Crisis Program – A one-time benefit to help eligible residents maintain their utility service during the winter months. You must be threatened with disconnection, already be disconnected, or have less than a 25 percent supply of bulk fuel in your tank.
Percentage of Income Payment Plan or PIPP– A program that helps eligible residents manage their energy bills year-round. Residents pay a set percentage of their income each month for gas or electricity.
Home Weatherization Assistance Program – A program to help eligible residents improve the energy efficiency of their homes and reduce utility costs.

The Process for Applying

- Download an application and mail it to one of Cuyahoga County’s Energy Assistance Providers.
- Schedule an appointment with an Energy Assistance Provider via telephone:
