CJFS State Policy Manuals


Cuyahoga Job and Family Services (JFS) administers a variety of financial and supportive services to low-income families and individuals. A large part of this assistance comes through Ohio Works First (OWF), the Supplemental Nutrition Assistance Program (SNAP), Medicaid, and Child Care.

Ohio Works First (OWF) is the financial assistance portion of the state’s Temporary Assistance to Needy Families (TANF) program, which provides cash benefits to needy families for up to 36 months. The rules governing the administration of and eligibility for this public benefit program can be found in the Cash Assistance Manual. The Food Assistance Program − formerly called food stamps and known nationally as the Supplemental Nutrition Assistance Program (SNAP) − helps eligible low-income Ohioans stretch their food budgets and buy healthy food. The rules governing the administration of and eligibility for this public assistance program can be found in the Food Aassistance Certification Manual. Ohio Medicaid offers a span of programs for families, children, pregnant women, older adults, and people with disabilities to assist with medical expenses. These programs provide health care coverage consisting of primary and acute-care benefit packages along with long-term care. The rules that the Ohio Department of Medicaid has adopted and added to the Ohio Administrative Code can be found in Section 5160:1. Child Care offers financial assistance to eligible parents to help with child care costs while they engage in work, education or job training.
